The short answer

Newlyn is a private enforcement company that collects debts such as parking penalties and council tax for councils. Its first letter is usually a Notice of Enforcement. For cases passed to bailiffs from 1 May 2026, you then have at least 14 clear days before an agent can visit to take control of goods. Use that time to check the debt, make an affordable offer and get advice.

What the Newlyn letter means

A Notice of Enforcement from Newlyn means:

  • a creditor (usually a council) has legal authority to use bailiffs – for example a liability order for council tax or a warrant for a parking penalty
  • the debt has been passed to Newlyn
  • a compliance fee (£79 for cases from 1 May 2026) has been added
  • an agent may visit after the notice period if you don’t pay or agree a plan

It’s not the same as a debt collection letter. Debt collectors have no power to take your belongings – read debt collectors vs bailiffs.

Your 14-day action plan

Days 1 to 2: check the details

Days 2 to 5: check whether you can challenge it

  • Parking penalty you never knew about? You may be able to file a TE9 (and TE7) with the Traffic Enforcement Centre – see parking fines and bailiffs.
  • Council tax? Check the bill was correct and that you’re getting any discounts or Council Tax Reduction – see Council Tax Reduction.

Days 3 to 7: work out what you can afford

Write a simple budget: income, then rent or mortgage, current council tax, energy, food, travel and other essentials. Whatever’s left is the most you should offer.

Days 5 to 10: make your offer

Email Newlyn with your offer, your budget and the reference number. Ask for written confirmation. If they refuse a reasonable offer, ask the council to accept it or recall the debt.

Any time: get advice and protection

If you have other debts, or can’t afford any payment, a debt adviser can:

  • ask for the notice period to be extended to 28 clear days (they must ask before it ends)
  • apply for Breathing Space, which pauses most bailiff action for 60 days
  • look at a Debt Relief Order or IVA

If a Newlyn agent visits

Bailiffs at the door right now?

  • Don't open the door if you don't want to. For most debts, including council tax and parking fines, bailiffs can't force their way into your home.
  • Ask for ID – their name, enforcement agent certificate number, company and the debt reference – through the letterbox or a window.
  • Lock your car or move it somewhere off the road if you can, as it may be clamped.
  • Only agree to payments you can keep up. Then get advice. Full step-by-step guide.

For council tax and parking penalties, Newlyn’s agents can’t force entry. They can only take control of goods between 6am and 9pm, can’t enter if only children or vulnerable people are home, and can’t take essentials or other people’s belongings. Read bailiffs at the door: what to do.

A visit adds the enforcement fee of £247 plus 7.5% of the debt over £1,900. Check any bill with our bailiff fees calculator.

If something goes wrong

Complain to Newlyn first and copy in the creditor. For council debts, you can then go to the Local Government and Social Care Ombudsman, or to the Enforcement Conduct Board if the firm is accredited. See how to complain about a bailiff.

Frequently asked questions

How long do I have after a Newlyn letter?

For cases passed to bailiffs on or after 1 May 2026, at least 14 clear days before an agent can visit to take control of goods, or 28 if a debt adviser asks in time. For older cases, 7 clear days.

Can Newlyn take my car for a parking fine?

Yes, if the car belongs to you and isn’t exempt, once the warrant and notice period allow it. Cars on finance and those displaying a valid Blue Badge are protected.

Does a Newlyn letter affect my credit rating?

The bailiff letter itself doesn’t appear on your credit file. Council tax liability orders and parking warrants aren’t recorded as county court judgments either.
